Mali placed several former public officials under judicial scrutiny in 2023 as investigators examined a 2016 agreement for airport security and immigration technology with Securiport.

Reports at the beginning of September identified former security minister Salif Traoré among those taken into custody, while former transport minister Seynabou Diop was also questioned in the wider investigation. Contemporary accounts differed on the number of former ministers detained, so those descriptions should not be treated as interchangeable.

The core allegation later explained by prosecutor-general Mamoudou Timbo concerned a reported contractual provision entitling the Malian state to 25% of a security levy. Prosecutors said a page containing that provision had disappeared from the agreement and estimated forgone state revenue at about CFA8 billion between 2017 and the end of 2022.

Those statements relate to an ongoing criminal inquiry and do not establish the guilt of any named defendant. Any article on the case must distinguish charges, pretrial detention, judicial supervision, release and eventual conviction.

The central documentary issue is whether the signed contract, its amendments and revenue records support the figures public officials advanced. Proceedings reported in 2023 should also be read in light of subsequent court decisions and releases.
